The ERMN, in collaboration with the European Commission – DG MOVE, is organising a high-level interactive dialogue on 6th November 2025 in Brussels, bringing together European policymakers and key transport stakeholders.

The event will address the pressing challenges of rural mobility and transport poverty, while underlining the link between the right to access and the right to stay — recognizing mobility not as a privilege, but as a fundamental right for all citizens, regardless of geography.

Across Europe’s rural regions and isolated territories, extreme car dependency has become a barrier to equity, burdening households with high financial and time costs while exacerbating environmental pressures.

This event recognises mobility not as a privilege, but as a key enabler for fundamental rights for all citizens, regardless of geography.

Together, we will explore strategies to ensure that rural transport systems meet people’s diverse needs, from affordable public and shared mobility solutions to policies and measures that reduce isolation and strengthen the social and economic fabric of rural communities.

The dialogue will not only discuss and recognise challenges, but will also showcase concrete, proven solutions and good practices from isolated territories and rural communities across Europe. This will demonstrate that proposed approaches to tackle mobility deficits and transport poverty, and to enhance public and shared mobility options, are not abstract ideas, but real, effective, and applicable strategies ready to be scaled and replicated.

This event takes place within the “Close to You” programme of the European Week of Regions and Cities 2025, bringing rural mobility challenges and solutions into the spotlight of Europe’s largest annual regional policy event.
